President Museveni has promoted Uganda Police Force Spokesman CP Enanga Fred to the rank of Senior Commissioner of Police (SCP).

773 gazetted officers Promoted

Uganda’s President Yoweri Museveni also commander in chief of the armed forces has has promoted Uganda Police Force Spokesman, CP Enanga Fred, to Senior Commissioner of Police (SCP).

Enanga has been promoted alongside a total of other 772 senior police officers in a promotion that ranges from the rank of Assistant Superintendent of Police to Assistant Inspector General of Police.

“In exercise of the powers vested in him under section 9(i) of the Police Act, the president of Uganda and on advice of the Police Authority has appointed on promotion 773 gazetted police officers to the ranks of Assistant Inspector General, Senior Commissioner of Police, Commissioner of Police, Assistant Commissioner of Police, Senior Superintendent of Police, Superintendent of Police and Assistant Superintendent of Police,” Gen Kahinda Otafiire, the Internal Affairs Minister said on Thursday afternoon.

Otafire said other ranks will also been considered for promotion at a later time.

He explained that whereas the new promotions come with an increment in their salaries, it is not entirely about salary increment but in recognition for their dedicated service to the force and country at large.

“They have been promoted due to diligent service rendered, duration of their service, record of service and existence of vacancies to be filled,” Otafire added.

Who is Fred Enanga? 

Fred Enanga is a Commissioner of the Uganda Police Force and the current spokesperson of the Force and an Economist by profession.

Born to a family of ten, Enanga attended Peter Piper Nursery School then Mugwanya Preparatory School for his early school life that’s from P.1 to P.4.

Then he moved to St Savio from P.5 to P.7.

He later joined Lango College for his O’ Level education (boarding section) then Kololo SSS and then Kitante Hill for his A’ Level education respectively before joining Makerere University where he graduated with a bachelor’s degree in Social Sciences.

He joined Police in 2001. He first began working as an Operations officer in Entebbe.

Over the years, he has held a number of positions up to the time when he was appointed as the Police Spokesperson in 2014, a position that has made him known to the public.

Fred Enanga now a national hero on March 9th 2022 – Heroes Day was awarded the Golden Jubilee medal in recognition of his outstanding service and loyalty to the country.

Speaking about the accolade shortly, he commended President Museveni for recognising his contributions to the country. “It really shows that there is much trust and appreciation for the work you do as a police officer. I am happy that after over 20 years, I have been able to receive this medal,” he said.

In exercise of the powers vested in the President in Section 1 of the Police Act Chapter 303 and on the advice of the Police Authority, the Commander in Chief of the Armed Forces has today promoted and appointed on promotion 773 gazetted police officers to the ranks of AIGP, Senior Commissioner of Police, Commissioner of Police, Assistant Commissioner of Police, Senior Superintendent of Police, and Assistant Superintendent of Police.

The president has promoted Edwegu Richard, Birungi Ruhuma Charles, Ocaya James,Nuwagira John and Kali Ali Fadul to the rank of AIGP.

Also, 9 other officers were promoted to the rank of SCP from CP, while 33 have been promoted from the rank of ACP to CP.

69 officers have been promoted from the rank of SSP to ACP, 137 from the rank of SP to SSP, 158 from the rank of ASP to SP and 172 officers were promoted from the rank of IP to ASP.

The announcement was made by the Minister of Internal Affairs, Hon. Kahiinda Otafiire (Maj. Gen Rtd), at a function held at the Ministry headquarters in Kampala.

In his remarks, the minister noted that the promotion is to recognize the invaluable service the officers have rendered to the country in the police force, in the process of maintaining law and order.
