Commonwealth Secretary-General Calls for Immediate Release of Detained Ugandan Opposition Leaders

The Commonwealth Secretary-General, Rt Hon Patricia Scotland KC, issued a statement today condemning the continued detention of Ugandan opposition leaders Dr. Kizza Besigye, Haji Obeid Lutale, and Eron Kiiza. She called for their immediate release, expressing concern over Uganda’s commitment to human rights and the rule of law.

“Uganda, a long-standing and much-valued member of the Commonwealth, has committed itself to the Commonwealth Charter, which upholds the values of human rights, good governance, and the rule of law,” said Scotland in her statement. “We are saddened and deeply troubled by the ongoing detention of Dr. Kizza Besigye, Haji Obeid Lutale, and Eron Kiiza, which undermines the Supreme Court of Uganda’s ruling on 31 January 2025, as well as the principles of democracy, human rights, and the rule of law.”

Dr. Besigye, along with Lutale and Kiiza, has been detained despite a ruling by Uganda’s Supreme Court ordering their release.

The trio was abducted on 16 November 2024 in Nairobi, Kenya, a move that has sparked widespread condemnation due to its blatant disregard for both the court’s orders and basic principles of justice.

“The abduction of Dr. Besigye and Obeid Lutale in Nairobi, Kenya, on 16 November 2024, disregarded the orders of the Supreme Court of Uganda and violated fundamental principles of justice,” Scotland stated. “Their continued detention raises serious questions about Uganda’s commitment to upholding the rule of law, a core tenet of the Commonwealth Charter.”

The Secretary-General also expressed concern for Dr. Besigye’s health, with reports suggesting his condition may be deteriorating.

“I am alarmed by reports about Dr. Besigye’s health and urge Ugandan authorities to ensure he receives the best possible medical care,” Scotland emphasized. “We call for the immediate release of those who have been improperly detained.”

Scotland reiterated the Commonwealth’s commitment to supporting a peaceful resolution and urged the Ugandan government, opposition leaders, and regional stakeholders to engage in dialogue.

“The Commonwealth Secretariat stands ready to support and engage the Government of Uganda and all parties, including opposition leaders and regional stakeholders, to work towards a peaceful resolution that protects the country’s constitutional sovereignty,” she said.

Reflecting on Uganda’s historical relationship with the Commonwealth, Scotland expressed hope for a return to a more inclusive and democratic political environment.

“The Commonwealth has always had a relationship based on trust with Uganda and looks forward to the return of a more inclusive and democratic political environment aligned with the Commonwealth Charter,” she concluded. Nile Post
