Sky Sports News understands he has been omitted to manage his minutes, with Romeo Lavia and Wesley Fofana also not featuring.
Ben Chilwell, meanwhile, has also been left off the list after Enzo Maresca said he was not in his plans this season.
Palmer and the others who have been left out can be added to the squad for the knockout stages, should Chelsea get there.
