The Ukrainian military commandant’s office is ensuring ‘strict observance’ of international humanitarian law in the areas of Russia’s Kursk Oblast under Kyiv’s control, the Ukrainian Ground Forces said in a statement on Sept. 4.

“A significant number of civilians, whom the Russian authorities have abandoned without any means of subsistence — food, light, water, and gas — remain in territories controlled by the Ukrainian military,” the message said.

The military reported that since its establishment, the Ukrainian military commandant’s office has been providing comprehensive assistance to local residents, primarily the elderly and children.

Representatives from the commandant’s office conduct daily examinations and provide necessary medical care to patients in the city of Sudzha and other Kursk Oblast settlements under Ukrainian control.

In accordance with international humanitarian law, the Ukrainian military is also supplying civilians with food and drinking water.

At the same time, the Ground Forces noted that the Russian side has not established humanitarian corridors or offered any assistance to their citizens in the region.
