Involve the Executive as you make reallocations, President Museveni directs Parliament

President Museveni has issued a directive to Parliament to cease making reallocations in the budget without executive involvement, warning that this should be the last attempt.
This comes after he rejected the Appropriation Bill 2024 and returned it to Parliament for reconsideration.
In a letter read by Speaker of Parliament Anita Among, Museveni expressed concern over MPs’ reallocations of 3.7 trillion shillings from core sectors of the economy over four years, terming it “sabotage, indiscipline, and suspicious of corruption.”
He noted that this amount could have funded the construction of three roads, benefiting all Ugandans.
However, Museveni’s directive has sparked debate among MPs, who accuse him of making unfounded corruption accusations against them.
The President’s move has been seen as an attempt to exert control over Parliament’s budgetary powers, leading to tensions between the Executive and Legislature.

This later led to the move of the motion by the Minister of Finance Matia Kasaijja requesting parliament to constitute a committee of parliament to reconsider the appropriation bill 2024 worth 72 trillion shillings
