Hon. Dr Ruth Nankabirwa Ssentamu is a Politician. She holds the Degree of Master of Arts in Conflict Studies and a Bachelor of Arts Degree in Fine Art from Makerere University.

Prior to her appointment as the Minster of Energy and Mineral Development, Hon. Nankabirwa served as the Government Chief Whip and Woman Member of Parliament for Kiboga District in the 10th Parliament (2016-2021) among other positions.

From 1994 through 1995, Dr Nankabirwa served as a delegate to the Constituent Assembly of Parliament. In 1996, she was elected to serve as the Member of Parliament for Woman Delegate for Kiboga District. She held that position from 1996 until 2021. From 1998 through 2001, she served as Minister of State for Luweero Triangle in the Office of the Prime Minister. Between 2001 and 2009, she served as State Minister for Defense, a post she held until she was appointed to be the state minister for Microfinance.

On 27 May 2011, she was moved to the Fisheries Ministry as State Minister, a position she held until she was named Chief Government Whip. Dr Nankabirwa is currently the Minister of Energy and Mineral Development, a position she has held since June 2021.

Dr Ruth Nankabirwa Ssentamu will be delivering H.E. President Yoweri Kaguta’s Speech to Diaspora during the Finale Dinner.

As Minister of Energy and Mineral Development, Hon. Dr Nankabirwa has had several achievements in her Ministry and here are some; In terms of Uganda’s power sector, the National Electrification Strategy’s development was concluded in December 2021. The Namanve thermal power plant was handed over to government following the expiry of the agreement with the developer, and the following dams were completed: the 42-MW Achwa 1, the 15-MW Nyamagasani I and the 6-MW Nyamagasani II.
Rural Electrification Agency has connected Kotido, Kaabong, Kidepo, Moroto town, Moroto Cement Factory, Rupa, Nakapiripiriti, Amudat & Katikekire to the newly constructed Moroto 132/33kV Transmission substation. This will greatly improve the reliability of power supply in Karamoja region.

There was an increase of 15.5 MW at the Sugar Corporation of Uganda Limited (SCOUL). Phase 1 of the studies for the rehabilitation of the Nalubaale and Kiira power stations was also completed. It is important to note that the Karuma HPP of 600 MW reached physical progress of 99.01% by December 2021.

A momentous event was the announcement of the final investment decision (FID) for Uganda’s oil and gas projects by TotalEnergies EP Uganda, CNOOC Uganda Limited, the Uganda National Oil Company (UNOC) and the Tanzania Petroleum Development Corporation (TPDC), which marked the beginning of the detailed engineering, procurement and construction (EPC) phase by the joint venture partners and EACOP company.

The Government of Uganda (GoU) has received funding from the World Bank towards the implementation of the proposed Electricity Access Scale-Up Project (EASP). The proposed EASP will support GoU’s efforts to scale-up access to electricity for households, refugee and host communities, industrial parks, commercial enterprises and public institutions, so as to spur socio-economic transformation, in line with Uganda’s Vision 2040 and other Government policies. EASP activities will build on earlier Government initiatives, in the energy sector, to support the expansion and strengthening of the electricity distribution network, scale-up service connections within the network, and increase access to off-grid electricity in refugee settlements and their host communities, and to clean cooking services outside the electricity distribution network.

The Ministry of Energy and Mineral Development through the Electricity Regulatory Authority (ERA) has approved new Electricity End-User Tariffs to be charged by Umeme Limited for the supply of electricity. The Rural Electrification Program has added approximately 25,000km of electricity distribution powerlines (13,000km of Medium Voltage (MV) and over 12,000 km of Low Voltage (LV) power lines.
The Accelerated Rural Electrification Program that aims at the electrification of sub-county headquarters totaling to 620 administrative centers is also implementing the Electricity Connection Policy where the Government pays the cost of electricity connection materials, enabling citizens that are ready for electricity consumption to access free connection materials – Over 300,000 connections annually.
Hon. Dr. Ruth Nankabirwa will participate in the UNAA Political forum and also deliver his H.E., the President of Uganda’s message to the Diaspora.
