Norbert Mao is the President of the Democratic Party – Uganda’s oldest party. In July 2022, Mao was appointed Minister of Justice and Constitutional Affairs following a Cooperation Agreement between the Democratic Party (DP) and the National Resistance Movement (NRM).
Mao’s commitment as Minister is to champion the Rule of Law, Human Rights, to champion National Dialogue and Reconciliation, a New National Consensus through Constitutional Reforms and a Peaceful Presidential Transition which has eluded Uganda since independence.
Born on March 12, 1967, Norbert Mao is an Advocate and politician. His destiny seems to be proving naysayers wrong. He got his earlier education during the turbulent years of Idi Amin and in the conflict-ridden period after Amin’s ouster. Rising above the odds, he joined law school as one of the best students in the country.
A firebrand student leader at university, at 29, Norbert was elected to the Ugandan parliament where he served two terms and retired to go and lead the local government of his war-torn home district of Gulu. Norbert Mao also holds a Master’s Degree in Development Studies from Uganda Martyrs University. In 2003/2004 he spent a year at Yale University, USA as a World Fellow studying Global Leadership and Grand Strategy.
He played a key role in the peace talks between the Uganda government and the Lord’s Resistance Army. In 2010 Norbert was elected President of the Democratic Party, Uganda’s oldest party which he leads to date. In 2011 Norbert was a presidential candidate coming third in a field of eight. He made another unsuccessful run in 2021.
Norbert Mao is well known for his superior advocacy efforts and persuasive oratory skills and regularly speaks on these issues in high level national and international gatherings including the World Bank and the United Nations. Norbert Mao lives in Gulu and Kampala.
Hon. Minister of Justice Norbert Mao will be addressing us on current Constitutional affairs in Uganda and also update us on any tabled amendments to the Constitution that would also affect us as Diaspora during Saturday’s Luncheon and also will participate in the Political Forum.
