Among’s Full Speech below:

 26TH JUNE 2022

AFRICANA HOTEL – KAMPALA

  • His Excellency, The Minister of Foreign Affairs of the Republic of Cuba and your delegation
  • Honourable Commissioners of Parliament,
  • Honourable Members of Parliament,
  • Distinguished Ambassadors,
  • Representatives from the Ministry of Foreign Affairs
  • Distinguished ladies and Gentlemen.

It is my pleasure to welcome your Excellency, Bruno Rodriguez Parrilla and your delegation to Uganda, the pearl of Africa and to this meeting. To my Honourable colleagues, thank you for honouring my invitation.

Uganda and Cuba have enjoyed excellent diplomatic relations since the 1960s when Cuba opened its Diplomatic Mission in Kampala. I am pleased to inform you that Uganda will be re-opening its Diplomatic Mission in Havana. In fact, recently H.E the President recently appointed Ambassador Elizabeth Musaazi to Cuba.

The two countries have supported each other at the international fora through the Non-Aligned Movement (NAM), G77 and the United Nations, defending and protecting their strategic political and economic interests and partnerships. Uganda has consistently supported Cuba at the UN and other fora in an effort to lift the USA unilateral economic, commercial and financial embargo imposed on Cuba.

Uganda has continued to work closely with the Government of Cuba to develop and implement programs such as cooperation in education, agriculture, biotechnology and health.

I acknowledge the instrumental role that was played by the Cuban doctors in setting up Mbarara University of Science and Technology (MUST) in 1990 and by 2017, MUST with the help of Cuban Doctors had trained over 1000 Medical Doctors in Uganda. Currently there are 3 Cuban medical Doctors teaching at Mbarara University.

Your Excellency, we applaud the Government of Cuba for its continued support to the education and health sectors in Uganda. The number of scholarships that have been offered to Ugandans to study in Cuban Universities and training institutions especially in the field of sciences.

In 2018 Cuban scientists worked closely with an inter-institutional team of scientists from Makerere University College of Veterinary Medicine, the National Agriculture Research Organization (NARO), the Ministry of Agriculture, Animal Industry and Fisheries and National Animal Genetic Resource Centre in the research to improve animal and agricultural productivity.

While the US sanctions levied against Cuba affected the economic and commercial relations between Uganda and Cuba, deliberate engagements have taken place to find a way forward on how the two countries can still enjoy better corporation that is why a Committee has since been set up to reinvigorate trade relations with Cuba.

The solutions found included proposals that Uganda and Cuba carry out barter trade by exchanging the goods that Cuba needed and Uganda taking products/goods produced in Cuba.

As Parliament, we pledge our full support to these efforts and the implementation of all decisions taken by our tow governments.

Your Excellency, the team of Honourable Members present form part of the Uganda- Cuba Parliamentary Friendship Group that was established to foster the relationship between the two countries and ensure that Cuba becomes an active participant of the African, Caribbean and Pacific Group of states.

The Uganda- Cuba Parliamentary Friendship Group that I Chair is comprised of 12 Members of Parliament including Hon. Akena James Michael Jimmy, Hon. Alum Sandra Ogwang Santa, Hon. Alyek Judith, Hon. Esther Afoyochan, Hon. Solomon Silwany, Hon. Norah Bigirwa, Hon. David Kabanda, Hon Alioni Yorke Odria, Hon. Mwine Mpaka Rwamirama, Hon. Suubi Kinyamatama Juliet, Hon. Rwemulikya Ibanda and Hon. William Chemonges.

I would like to thank the Government of Uganda and the Government of Cuba for the continued engagements on the strategic social, political and economic partnerships.

For God and My Country!
