The investigations into the controversial redevelopment of the Nakivubo Channel have taken a dramatic turn after the Speaker of Parliament Anita Among, ordered the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) to halt its inquiries.

Earlier today, the COSASE committee, chaired by Hon. Medard Ssegona, had summoned all stakeholders involved in the Nakivubo Channel giveaway to KI-Ham Enterprises, owned by businessman Hamis Kiggundu, commonly known as Ham, however proceedings came to a halt after the committee was notified of a directive from Speaker Among, instructing them to abandon the investigation.
According to a letter read by chairperson Ssegona, dated August 19, 2025, the Speaker informed the committee that the matter had already been referred to the Parliamentary Committee on Physical Infrastructure, chaired by Dan Kimosho, along with four other members.
The letter directed the Physical Infrastructure Committee to undertake a fact-finding mission to establish how the Nakivubo Channel was allocated to KI-Ham Enterprises and later report to the speaker in 14 days.
Meanwhile, Kampala Lord Mayor Erias Lukwago has expressed strong opposition to the Speaker’s decision criticizing the move as a setback to transparency and accountability, accusing Parliament of succumbing to the influence of private individuals.
Lukwago says it’s deeply disappointing to witness Parliament, an arm of government, appear to bow to the whims of an individual like Ham which undermines the institution and jeopardizes public trust.
He further alleged that Ham had illegally obtained land titles for the Nakivubo Channel in violation of existing laws.
