Kampala, Uganda: President Museveni has appointed Justice Aisha Naluzze Batala as the new Inspector General of Government (IGG), replacing Hon. Beti Olive Namisango Kamya, in a major change at the helm of Uganda’s anti-corruption watchdog.
The announcement was made by Faruk Kirunda, the Special Presidential Assistant for Press and Mobilization and Deputy Presidential Spokesperson, through an official statement released on Tuesday, October 7, 2025.
“H.E @KagutaMuseveni, in exercise of his constitutional powers, has appointed Hon. Justice Aisha Naluzze Batala as the new Inspector General of Government (IGG), replacing Hon. Beti Olive Namisango Kamya,” Kirunda said in the statement.
“The Deputy IGGs, Dr. Patricia Achan Okiria and Mrs. Anne Twinomugisha Muhairwe, have been maintained in their positions. The names of the appointees have been forwarded to Parliament for vetting,” he added.
Justice Batala’s appointment ushers in a new phase for the Inspectorate of Government (IG), which plays a central role in fighting corruption, promoting transparency, and ensuring accountability in public service. The appointment awaits parliamentary vetting and approval before she assumes office.
Profile Background
The new IGG, Justice Aisha Naluzze Batala, is a respected member of the Judiciary known for her integrity, firmness, and long-standing commitment to justice administration.

Before her appointment, she served in various judicial capacities, including Principal Judge of the High Court’s Criminal Division, where she presided over several landmark cases involving financial crimes, abuse of office, and corruption.
Justice Batala holds a Bachelor of Laws (LLB) from Makerere University and a Postgraduate Diploma in Legal Practice from the Law Development Centre (LDC).
She is also known for her advocacy on gender equality and judicial independence, having previously served on committees championing ethics within Uganda’s Judiciary.
Her appointment is seen as a move to inject strong judicial discipline and renewed vigour into the Inspectorate, aligning with President Museveni’s continuous push to clean up public institutions.
Beti Kamya’s Tenure as IGG
Justice Batala’s predecessor, the outgoing IGG Hon. Beti Kamya, was appointed to the office in July 2021, but now leaves behind a mixed legacy marked by bold anti-corruption campaigns and institutional reforms, but also controversies and political scrutiny.

During her tenure, Ms Kamya launched the “Lifestyle Audit” campaign, aimed at tracing unexplained wealth among public officials. She also spearheaded the Digital Anti-Corruption Initiative (DACI) to enhance citizen reporting and streamline case management within the Inspectorate.
However, Kamya’s time in office faced challenges, including public criticism over her perceived political alignment and limited successful high-profile prosecutions. Despite this, her efforts towards reinvigorating ethical leadership and citizen engagement in the anti-graft war remain noteworthy.
