NIRA: Change of Particulars on National IDs to Take Place at District
As the process for mass enrollment and renewal of national identity cards commences, the National Identification and Registration Authority (NIRA) has announced that any Ugandan who wishes to change their particulars on the national ID card shall only do it at NIRA district offices.
“Change of particulars shall only happen at the district offices of NIRA. It shall not be conducted at the parish level. The reason for this is that it has some quite intense legal requirements that may not be easy for a new person who is just dealing with a kit to have and hold in their head,” NIRA Executive Director Rosemary Kisembo said on Wednesday.
There are nine classes of change of particulars, each with its own requirement.
Kisembo said that the NIRA team at the district will avail the requirements of what is required for each of the classes.
The announcement comes just days before mass enrollment and renewal of national identity cards, which commences on May 27, 2025.
Enrollment will happen from Monday to Saturday.
It is important to note that millions of national IDs have already expired.
During this exercise, NIRA will also renew over 15.8 million cards that are expiring in June 2025.
Another goal of the exercise is to register 17.2 million Ugandans.
Other than change of particulars, the mass enrollment and renewal of expired national IDs will take place at the parish.
“The parish (Muluka) will be the heart of operations during the mass enrollment and renewal exercise. Registration will occur at each of the 10,594 parishes in a rotational, comb-and-clean approach. There will be a minimum of 10 kits at each parish on a day of registration. A parish may have fewer kits in unique circumstances,” Kisembo said.
The LC1 chairman, defense secretaries, and LC1 council members will assist identification of citizens and registration at the parish in conjunction with parish chiefs, PISO, and GISO.
The mass enrollment and renewal of national IDs comes as Uganda prepares for the 2026 general elections.
