Kampala Capital City Authority (KCCA) Director of Legal Affairs, Frank Rusa, has been recognized with the 2025 ABETO (Always Be Tolerant Organization) Africa Peace Award for his contributions to peace, democracy, and governance in Uganda.

Rusa joins an esteemed list of past recipients, including President Yoweri Kaguta Museveni, Nelson Mandela, and South Sudan’s Salva Kiir. His leadership in fostering dialogue, legal advocacy, and sustainable development has earned him this prestigious accolade.

Between September 2024 and January 2025, Rusa served as KCCA’s Acting Executive Director, leading key administrative efforts. His experience also includes significant roles at the Netherlands Institute for Multiparty Democracy (NIMD) and the Inter-Party Organisation for Dialogue (IPOD), where he played a vital role in unifying Uganda’s diverse political landscape.

Expressing his gratitude, Rusa posted on X (Twitter), “This morning, together with a number of distinguished leaders from different fields in Uganda, I was honored to be one of the recipients of the 2025 ABETO Peace Award! Most grateful to God and all of you good people who have supported me.”

The award ceremony, held at Hotel Africana in Kampala on March 27, was presided over by Minister for Energy, Ruth Nankabirwa. Other notable awardees included Inspector General of Government (IGG) Betty Kamya, National Forestry Authority (NFA) boss Stuart Maniraguha, Uganda National Examinations Board (UNEB) Executive Director Dan Odongo and Uganda Investment Authority (UIA) Director General Robert Mukiza

The ABETO Africa Peace Award, established in 1995, honors leaders who promote peace, democracy, and good governance across the continent. ABETO Chairperson Moses Musana reaffirmed the organization’s mission:

“Our goal is to get the people of Uganda, Africa, and the world to embrace a culture of peace, democracy, and good governance.”
Frank Rusa’s recognition cements his legacy as a key figure in Uganda’s legal, governance, and peacebuilding sectors.
