His Excellency, President Yoweri Kaguta Museveni, has appointed Hajat Sharifah Buzeki as the new Executive Director of Kampala Capital City Authority KCCA, with Mr. Benon Kigenyi designated as her Deputy. The appointments have been forwarded to the Public Service for formalization.
President Yoweri Museveni has appointed Hajat Sharifah Buzeki as the new Executive Director of the Kampala Capital City Authority (KCCA), replacing Frank Rusa. Benon Kigenyi has also been named as her deputy.

Ms Buzeki holds a Master’s Degree in Public Administration and Management, a Post-Graduate Diploma in Human Management and a Bachelor’s Degree in Social Sciences all obtained from Islamic University in Uganda (IUIU).
The two positions fell vacant after the president dismissed former KCCA Executive Director Dorothy Kisaka and her deputy David Luyimbazi. Their removal followed allegations of negligence linked to the collapse of the Kiteezi landfill, which resulted in the deaths of over 30 people and left many others injured.
Faruk Kirunda, Deputy Presidential Press Secretary, confirmed the new appointments via social media. “It’s true that His Excellency has appointed Hajat Sharifah Buzeki as the new KCCA Executive Director, with Mr. Benon Kigenyi as her Deputy. Their names have been forwarded to Public Service for formalization,” Kirunda stated.
He added that once the formalization process is complete, the Head of Public Service and Secretary to the Cabinet will issue the official confirmation of their appointments.
Buzeki brings a wealth of experience to her new role, with an extensive track record in public administration and urban development. Her appointment signals a renewed focus on strengthening KCCA’s management and operational efficiency to address the growing demands of Kampala as a rapidly urbanizing capital.
Benon Kigenyi, her deputy, is expected to complement her leadership by leveraging his expertise in public administration and governance.
The appointments are seen by many as a move by the government to bolster KCCA’s efforts in improving service delivery, infrastructure development, and urban management in Kampala.
According to sources, the confirmation process is expected to be completed soon, ushering in a new leadership era for KCCA following the tragic incident at Kiteezi.
