Putin issues new ultimatums on ‘peace negotiations’ tied to Ukrainian operation in Kursk

Russian dictator Vladimir Putin has reiterated that Russia has “never refused” peace talks with Ukraine. However, he insists that first, the “bandits” in Kursk Oblast must be dealt with, according to Russian state media on Sept. 2.

“I have always said that we want to resolve all disputed issues through peaceful means. We have never refused this, but of course, we need to deal with these bandits who have entered Russian territory, in Kursk Oblast,” Putin said during his propaganda speech at a middle school in Kyzyl, Republic of Tuva.

Putin labeled the Ukrainian operation in Kursk Oblast as a “provocation.” He believes the aim of the defense forces’ assault was to divert Russian troops from Donbas.

“The calculation was to halt the offensive on the main fronts in Donbas. But they did not achieve their main goal,” Putin claimed.

He traditionally tried to justify the full-scale invasion of Ukraine by blaming Kyiv for not implementing the Minsk agreements and for “beginning preparations for military operations.”

Putin has thus changed his previous condition for starting peace talks with Ukraine. The new condition is now the withdrawal of Ukrainian forces from Kursk Oblast.

In June 2024, he stated that Ukraine must fully withdraw its troops from Donetsk, Luhansk, Kherson, and Zaporizhzhya oblasts within their administrative borders to end the fighting.

Following the start of the Ukrainian operation in Kursk Oblast, the Kremlin has declared negotiations to be impossible.
