However, negotiations between Hanoi and Washington have stalled. The primary concern is Beijing’s potential reaction, possibly affecting Vietnam’s generally close relations with China. A Vietnamese official confirmed discussions about procuring F-16s but noted that progress has halted due to concerns over how U.S. fighters might impact Vietnam’s diplomatic ties, including those with China, according to an unnamed source.

Meanwhile, Hanoi and Washington are also in talks about acquiring a C-130 military transport aircraft. While details remain sparse, Reuters cited an inside source suggesting that the deal might be finalized soon, potentially enabling Vietnam to have the aircraft by year-end. Notably, two years ago, Hanoi made a pivotal decision to diversify its defense assets, an important move in its strategic planning.

The United States might financially support Hanoi as part of this potential sale, as suggested by various sources. According to a U.S. official, this support could reach tens of millions of dollars, covering maintenance and other related costs. Another source, who is a Vietnamese individual briefed on the discussions, mentioned that the model under consideration is the C-130J, an advanced version of the transport plane.

The C-130J Super Hercules, developed by Lockheed Martin, represents an enhancement of the older C-130 Hercules. This military transport aircraft integrates updated technology and offers improved performance. It is widely used across military forces globally for diverse missions, including troop transport, cargo airlift, medical evacuation, and humanitarian aid delivery.

When it comes to its dimensions, the C-130J boasts a wingspan of 132 feet 7 inches [40.4 meters], a length of 97 feet 9 inches [29.8 meters], and a height of 38 feet 10 inches [11.9 meters]. These dimensions make it highly versatile, allowing it to operate from short and unprepared airstrips—a feature essential for diverse military operations.

The C-130J’s propulsion system is powered by four Rolls-Royce AE 2100D3 turboprop engines, each delivering 4,637 shaft horsepower. These engines are coupled with Dowty R391 six-bladed composite propellers, enhancing the aircraft’s overall performance, and fuel efficiency, and reducing noise levels compared to its predecessors.

When it comes to cargo capacity, the C-130J is a heavy lifter with a maximum payload of about 42,000 pounds [19,050 kilograms]. The cargo hold is incredibly spacious and capable of accommodating a diverse range of military equipment, vehicles, and supplies. This makes it a critical asset for logistical operations in various military contexts.

As for personnel transport, the C-130J can carry up to 92 combat troops or 64 paratroopers. In medical evacuation scenarios, it can be configured to transport 74 litter patients. This versatility allows the aircraft to adapt to numerous mission requirements, significantly boosting its utility in different operational landscapes.

The C-130J comes packed with advanced control systems, such as a digital autopilot and a cutting-edge flight management system. These enhancements not only improve the aircraft’s handling but also lighten the pilot’s workload, fostering safer and more efficient flights.

This aircraft’s avionics suite is top-of-the-line, featuring modern navigation and communication tools like the Global Air Traffic Management [GATM] system, dual inertial navigation systems [INS], and GPS. Additionally, it boasts sophisticated radar and electronic warfare systems that bolster situational awareness and survivability in hostile scenarios.

Though primarily a transport aircraft, the C-130J can be outfitted with various weapons for self-defense and tactical roles. These include machine guns mounted on the doors and windows, as well as flare and chaff dispensers to counter missile threats. Certain variants, like the AC-130 gunship, are even armed to the teeth with cannons, howitzers, and precision-guided munitions for close air support missions.
