The Judiciary has clarified that the Government, not the Judiciary, withdrew the armed police guard assigned to retired High Court judge Moses Mukiibi. This explanation comes in response to misleading social media posts about the judge’s security and welfare.

James Jumire Ereemye Mawanda, the Judiciary spokesperson, explained that the decision to withdraw the guard was made by the Uganda Police Force after an assessment involving judicial officers. He emphasized that the Judiciary does not handle the withdrawal of VIP guards for judges.

“An assessment was done by the Police authorities involving judicial officers’ issues, not only Mukiibi. Based on their findings, the Police authority withdrew the guards, not the Judiciary,” Mawanda stated. He added that the reason for the withdrawal was formally communicated to Judge Mukiibi following due process.The Judiciary issued this clarification on May 22, 2024, after misleading posts on social media suggested that Judge Mukiibi’s driver and security were withdrawn upon his retirement, leaving him to fend for himself.

The Judiciary provided details of Judge Mukiibi’s retirement benefits to clear up any confusion. Judge Mukiibi retired from the Judiciary Service on May 9, 2019. Upon retirement, he was entitled to a gratuity of UGX 281,634,382 under the Pensions Act Cap 286, ex gratia housing of UGX 300,000,000, and either a chauffeur-driven car or a one-off payment for a vehicle amounting to UGX 150,000,000. Judge Mukiibi chose the one-off payment, so he was not assigned a driver.

Mawanda stated, “All these entitlements were paid to the judge at the time of retirement.” Furthermore, since the Administration of the Judiciary Act, 2020 came into force in June 2020, Judge Mukiibi has continued to receive his retirement benefits, just like other retired judicial officers.

Currently, Judge Mukiibi receives a monthly retirement benefit of UGX 18,000,000 and a monthly medical allowance of UGX 400,000.
