Prime Minister Robinah Nabbanja and State Minister for Public Service Grace Mary Mugasa dismissed detractors during a Palm Sunday service at Bujumbura Cathedral in Hoima in response to criticism surrounding their retention in cabinet positions following President Museveni’s reappointment. Prime Minister Nabbanja, addressing the congregation, expressed gratitude for the president’s trust in reappointing her and emphasized the significance of her role as prime minister and leader of government business in parliament.
“This marks my first church service since being reappointed, and I urge you to join me in expressing gratitude to the president for his continued trust in me to serve our nation,” stated Nabbanja.
Minister Mugasa echoed Nabbanja’s sentiments, noting that despite efforts by some individuals to lobby for their removal, the president’s decision reaffirmed his belief in their abilities. She urged critics to focus on collective efforts towards national development until the next election in 2026.
“It is irrelevant what others may say; what matters is the president’s confidence in us. Let us unite in our service to the country,” remarked Mugasa.
Nabbanja, acknowledging the support received, particularly highlighting her relief at remaining in her position, commended her colleague’s performance and affirmed their dedication to their duties in cabinet.
“I am grateful for the trust placed in me by the president. Let us disregard the noise and concentrate on our responsibilities. Together, we shall continue to serve our nation,” affirmed Nabbanja.
Emphasizing her commitment to national service, Nabbanja urged leaders at all levels to promote government initiatives aimed at alleviating poverty, such as the EmYOoga and PDM programs.
“My primary focus is on serving our country and advancing the agenda of my party and government under President Yoweri Kaguta Museveni,” she stated.
During the service, Nabbanja fulfilled her pledge of SHS 50 million towards the construction of a Catholic church in the area and assured the congregation of President Museveni’s pledged contribution of SHS 300 million, which she anticipated would be delivered soon.
Bishop Vincent Kirabo expressed gratitude to the prime minister and urged believers to maintain positive behavior beyond the Lenten period. He encouraged politicians to remain accessible to their constituents, emphasizing the importance of addressing community concerns effectively.
Ministers in the Office of the Prime Minister
Article 108 A of the Constitution of Uganda delineates the responsibilities of the Prime Minister, who serves as the Leader of Government Business in Parliament and oversees the coordination and execution of government policies across ministries, departments, and public institutions. Additionally, the Prime Minister is tasked with performing any other functions assigned by the President or conferred by the Constitution or law.
Within the Office of the Prime Minister in Uganda, there are more than ten ministers, each entrusted with specific duties aimed at advancing governmental objectives and addressing various national concerns. Among these ministers, two individuals, Nadutu Mary and Kitutu Goretti, were dismissed from their positions.
Here is a list of the current ministers in the Office of the Prime Minister and their respective roles:
- Rt. Hon. Gen (Rtd) Moses Ali: Serves as the 2nd Deputy Prime Minister of the Republic of Uganda.
- Rt. Hon. Justine Kasule Lumumba: Holds the position of Minister for General Duties in the Office of the Prime Minister.
- Hon. Denis Hamson Obua: Assumes the role of Government Chief Whip, responsible for ensuring party discipline and coordination within the government.
- Hon. Hillary Onek: Functions as the Minister for Relief, Disaster Preparedness, and Refugees, overseeing initiatives aimed at addressing humanitarian crises and providing assistance to affected populations.
- Hon. Dr. Mary Goretti Kitutu: Previously held the position of Minister for Karamoja Affairs. (Note: Kitutu Goretti has been fired from her position)
- Hon. Esther Davinia Anyakun: Serves as the Minister of State for Relief, Disaster Preparedness, and Refugees, supporting the efforts of the Minister for Relief in addressing emergency situations.
- Hon. Kwiyuucwiny Grace: Holds the position of Minister of State for Northern Uganda, focusing on addressing the developmental needs and challenges of the region.
- Hon. Agnes Nandutu: Functions as the Minister of State for Karamoja Affairs, working towards the advancement of Karamoja’s interests and development, also axed in the recent reshuffle.
- Hon. Dr. Ongalo-Obote Clement Kenneth: Serves as the Minister of State for Teso Affairs, responsible for addressing the concerns and promoting the development of the Teso sub-region.
- Hon. Jennifer Namuyangu: Assumes the role of Minister of State for Bunyoro Affairs, focusing on the development and welfare of the Bunyoro region.
- Hon. Alice Kaboyo: Holds the position of Minister of State for Luweero Triangle, tasked with addressing the specific needs and challenges of the Luweero Triangle area.
Each minister plays a crucial role in advancing the government’s agenda, addressing regional concerns, and ensuring effective governance across various sectors of Ugandan society.
