URA Overhauls Tax Ledger Register to Boost Transparency and Compliance

The Uganda Revenue Authority (URA) has unveiled a revamped tax ledger register for all taxpayers. This innovative system empowers taxpayers to take control of their tax affairs by providing easy access to their tax payment records, outstanding tax obligations, and simplified VAT computations.

Announced by URA Commissioner General, John Rujoki Musinguzi, this reform marks a significant step towards fostering better relationships with taxpayers, particularly large taxpayers, reputable tax agents, and High Net Worth Individuals (HNWIs). The new system is expected to contribute to improved tax collection performance, as evidenced by the growth of the taxpayers’ register.

  • Enhanced transparency: Taxpayers can now easily track their tax payment history, review outstanding tax obligations, and understand their tax responsibilities, including any arrears.

  • Simplified tax compliance: The system simplifies VAT computations and facilitates timely declarations and filing of returns, reducing the need for physical interaction with URA staff.

  • Reduced taxpayer-authority conflicts: The clear categorization of tax obligations per head and the transparent display of the tax register minimize disagreements arising from unclear principal and actual tax amounts.

To ensure a smooth transition to the new system, URA staff is conducting training sessions for various taxpayer groups, including tax agents, the Medium Taxpayer Office, Large Taxpayer Office, and the Oil & Gas Office.

Commissioner General Musinguzi expressed optimism about the positive impact of this reform, stating, “While any new system may encounter some errors initially, we assure you that we are heading towards a better relationship with our taxpayers. We can see it, and we are confident that this reform will be a great milestone in expanding the country’s tax collection performances, as evidenced by the growth of the taxpayers’ register.”

The URA’s commitment to transparency and efficiency is evident in its efforts to provide taxpayers with the tools they need to manage their tax affairs effectively. The revamped tax ledger register is a testament to this commitment and is expected to play a crucial role in enhancing tax compliance and boosting tax revenue collection in Uganda.
