The Parliament’s Defense and internal Affairs committee has failed to kick start the processing of the Narcotics Drugs and Psychotropic Substances(Control)Bill, 2023 following the matter raised by some committee members that the Attorney General filed a notice appeal to the supreme court.
In May 2023, The Constitutional Court in Kampala nullified the entire Narcotic Drugs and Psychotropic Substances Control Act of 2016 on grounds that it was passed without the required quorum in Parliament.
After the nullification of the act, the Attorney General filed a notice of appeal to supreme court which he has never withdrawn, and the government went ahead to present the bill again to parliament to reinstate the law that regulates the use of drugs in the country, which contravenes the law.
Today the committee chaired by Wilson Kajwengye had convened to start the processing of the bill, but Mukono North MP who is also the shadow minister for Internal Affairs contested the processing of the bill noting that it contravenes the rule of subjudice.
This forced the committee chairperson Wilson Kajwengye to adjourn the committee to Thursday and directed the Clerk to summon the Attorney General Kiryowa Kiwanuka and the internal  Affairs Minister Gen Kahinda Otafiire to appear before the committee to confirm the withdrawal of the notice of appeal.
The internal Affairs Minister Gen Kahinda Otafiire conceded noting that there is need  to be processed when there is no obstacle.
