UGANDA: President Museveni renews contracts of Court Martial members

KAMPALA – President Yoweri Museveni has renewed the tenures of the members of the General Court Martial under the leadership of Lt Gen Andrew Gutti.

Business at the Makindye-based Court Martial had come to a standstill following the expiry of the contracts of the court members. The one year contract of the court officers expired on June 9th, 2020.

But in a letter dated June 24, 2020, the President renewed the tenures of all court martial members.

“I hereby require the General Court Martial to convene and exercise its jurisdiction as under sub section 2 of section 197 of the Uganda People’s Defence Forces Act,” Mr Museveni letter reads in part.

The other court members include Maj. General Joseph Arocha, Lt Colonel Medard Bagambe, Captain Wilfred Karugwara, Lt. Faridah Amooti Kiiza, Warrant Officer I. Chrysostom John Kisembo, Colonel Richard Tukacungurwa, the Judge Advocate Lt. Col Raphael Mugisha, the Lead Prosecutor Major Samuel Masereje, Captain AB Katushabe, Major John Bizimana, the Registrar and Defense counsel Major Kamanda Silas Mutungi.

Museveni has also appointed Brig.George Etyang,Brig.Francis Chemengich Chemo, Col.Frank Kyakonye,Col.David Robert Gonyi, Lt.Col Richard Nimanya,Maj.Douglas Owoyesiga,Capt.Ruth Faith Nabitakke,Lt.Fatuma Njuhi Wakabani and WOI George Mateke as reserve members of the army court.

According to the president’s letter, Maj.Emmy Ekyaruhanga,Maj.Samuel Maserejje and Capt.Ambrose Baguma may also be prosecutors as and when desired by the army leadership.

The team whose contracts were renewed in July 2019 has been able to conclude 46 out of the 91 cases that were registered in their previous term. This means 45 cases are pending hearing before the same court.
