NRM electoral commission chairperson Dr Tanga Odoi explained on Friday that the dates have been brought forward than earlier communicated because their road map has been affected by the Central Executive Committee (CEC) meeting, National Executive Committee (NEC) and delegates Conference.
“I appeal to aspirants from western and eastern region to come for nomination on Saturday, Monday and Tuesday. I therefore advise any aspiring candidate from the two regions who fulfils the minimum requirements for nomination be allowed to complete the process earlier in the roadmap,” he said.
He said that following the notice of extra ordinary meeting of the 3rd National Conference of NRM and internal re-alignment of dates for CEC, NEC and National Conference, the dates for nomination of MPs, LC V chairpersons, City Mayors for eastern, western regions and residual nominations have been affected.
Dates for nomination of aspirants for Northern region and West Nile will be August 12 and 13, Central region and Kampala 14 to 15.
He said Eastern region has a leverage of spreading over to other days because their earlier scheduled date is affected by NEC meeting.
Odoi clarified that COVID-19 test result certificate is not a requirement for nomination although they encourage aspirants to test to know their status.
Aspirants will be required to present photo copies of National ID of their supposed nominator and seconders.
Picking of nomination forms for Local Government councils started on August 7 and will end on 11 at the districts.
Rules for nomination
Aspirants for MPs and LC Vs will not require a nominator or a seconder. The aspirant will simply carry an identity card of a nominator and a seconder.
“This has been done such that the aspirant does not foot the bill of transporting those two people here. It’s expensive carrying them here yet there is a campaign expense,” Tanga said.
CEC to vet candidates
He cited the Tuesday CEC meeting which will vet aspirants for the various positions in the party.
Odoi said NRM Secretary General Justine Kasule Lumumba will issue guidelines and modalities to be followed in the vetting process.
CEC convened on Friday at State House Entebbe among other things to consider communication from the Party Chairperson and the report of the Secretary General on the preparation of the extraordinary meeting of the 3rd National Conference.
“I will be presenting a report to the NRM Party Central Executive Committee about the preparations for the 3rd National Conference later today under the following program as provided by our National Chairperson Kaguta Museveni,” Lumumba tweeted Friday morning.
Museveni has notified members of National Conference to convene in their respective district headquarters to receive and consider key note address by the National Chairperson, Secretary General’s report and receive names of the recommended persons for NEC who are standing for election to CEC.
The meeting will resolve which persons have been recommended to CEC and also resolve which person has been duly elected as the Presidential flag bearer for NRM in 2021 general election.
