UGANDA: No qualifications required for LC5’s, mayors

Parliament chaired by Speaker Rebecca Kadaga on Tuesday agreed to President Yoweri Museveni’s stand to drop the ‘A’ level qualification for mayor of cities and municipalities, LC III chairpersons and their councilors which had been provided for in the Local Government Amendment Act 2019.
Aspirants for district chairpersons, districts, municipals and cities councilors and town council representatives will not be required to possess Advanced Level Education qualifications.

The Bill passed on March 4,2020 had provided for qualifications of a minimum of ‘O’ level for districts and municipal council. However, President Museveni on June 25, 2020 retuned the Bill to Parliament saying the introduction of qualifications would be disenfranchising many Ugandans who are capable of leading local governments
