Cape Town, Parliament, 15 June 2020 – A debate on Youth Day, questions to President Cyril Ramaphosa by Members of the National Assembly, virtual plenary sittings of the National Council of Provinces and committee meetings of both Houses are among issues featuring at Parliament this week.
The Youth Day debate, themed, “Youth power- Growing South Africa together in a time of Covid-19” is scheduled at the National Assembly on Wednesday, 17 June at 3 pm. The debate commemorates the courageous youth of 1976 who sacrificed their lives and fought inequality and oppression by the apartheid government.
On Thursday focus is on President Cyril Ramaphosa who will appear in the NA Chamber to give oral replies to questions from Members of Parliament. Questions for oral replies is another way in which Parliament holds members of the Executive, including the President, accountable for the work of government. The sitting starts at 2 pm.
Meanwhile, the National Council of Provinces will debate the Appropriation bill through its virtual plenary sittings on Thursday 18 and Friday 19 June. Section 213 of the Constitution and section 26 of the Public Finance Management Act (PFMA) require that Parliament must approve any withdrawal of money from the National Revenue Fund (NRF) for allocation and expenditure by state organs. The NA passed the bill last Friday and is now scheduled for consideration and concurrence by the NCOP. Both virtual plenary sittings on Thursday and Friday are starting at 10:00 am.
At least 16 meetings of the Committees of the two Houses – The National Assembly and the National Council of Provinces – are scheduled to hold virtual oversight meetings this week.
