Coronavirus – Uganda: Foreign Minister defies travel ban, allows tycoon to fly back into the country from USA

Foreign Affairs Minister Sam Kahamba Kutesa is under fire for authorising three people to fly into the country from abroad in contravention to the presidential directive that ordered closure of all airports and borders into the country.

In a May 13, 2020 letter, Kutesa wrote to the Manager of Ethiopian Airlines asking him to charter three Ugandans from USA, via Addis Ababa to Entebbe Airport.

The three include; Barbara Kavuya who is the wife to city tycoon and money lender Ben Kavuya, Blanche Kibaju an interior designer and student in USA and a one Tiba Byabashaija.

The development comes after a letter purportedly written by Minister Kutesa permitting Kavuya’s wife Barbra Kavuya, daughter Blanche Kibaju and grandson Isaiah Tiba Byabashaija to fly into Uganda from the United States of America via Ethiopians Airlines leaked to social media.

Ugandans on social media were filled with anger because  there are thousands of Ugandans who are stranded in countries like China, USA, UK, Spain, Italy, UAE and others who have since been barred from traveling to Uganda ever since Museveni announced a lockdown at Entebbe Airport and suspended all passenger flights.

Ugandans were also particularly mad because the United States is the most affected country in the world by the Coronavirus pandemic, having registered 302,493 deaths and 1,417,889 cases by this afternoon, according to a CNN tally.

Sam Kuteesa’s authorisation letter was closely followed by a letter from Dr Henry Mwebesa, the Director General Health Services, controversially approving Legacy Courts Plot Four Younger in Bugolobi as a quarantine site for Ben Kavuya’s family.

According to the letter, the three people must on arrival adhere to port health regulations, allow a dedicated car pick them from the airport and drive themselves to the quarantine centre where the car must stay.

“During quarantine, test samples will be taken from them before discharge. The ministry of Health team will regularly monitor their status during quarantine.”

“The passengers must adhere to Port Health Regulations. They will undergo Mandatory Institutional Quarantine for 14 days at Legacy Apartmemts. During quarantine, test samples will be taken from them before discharge,”Dr Mwebesa wrote.
