Police have in the wee hours of Friday, January 31, 2020, foiled a robbery attempt at Land Mark Hostel Nakawa in an anti-crime operation. Kampala Metropolitan Area spokesperson Luke Oweyisigire explained that Police at Bugolobi Police station received information of an alleged shooting at the students’ hostel before immediately responding to the scene. Parliament yesterday passed the National Budget Framework Paper which projects a budget of Shs 39 trillion for the financial year 2020/2021. This will be Shs 5 trillion more than last year’s budget which stood at Shs 34 trillion. According to the State Minister for Economic Planning David Bahati, this budget will focus more on service delivery, infrastructural development in addition to the general election of 2021. Bahati said no amount will be generated from the Petroleum Fund to finance the budget. Nairobi has the most English proficient speakers in East Africa and on the continent according to a new study. Nairobi’s English proficiency, according to the English Proficiency Index 2019, is in the high proficiency band at 61.94 per cent, the highest for any African city at the time the survey was conducted. The EPI index, which ranked 100 countries and regions, reported that only two African cities; Nairobi and Lagos, which scored 58.47, are in the high proficiency band. Dubbed the Absa Africa Financial Markets Index, the survey that was prepared in partnership with the Official Monetary and Financial Institutions Forum (OMFIF) and released every year, indicated that Uganda scored 52% on the index overall and moved two points up. It showed that Uganda ranks highest in East Africa on access to foreign exchange, in third position after South Africa and Egypt in Africa.
