Governor Fernandes Barasa Reshuffles Cabinet

Kakamega County Governor Fernandes Barasa has reshuffled his cabinet in a new haul, effecting immediate changes affecting three key chief officers in a bid to streamline operations.

In a statement dated March 2, 2026, the County Government of Kakamega said the executive changes were necessary to enhance effective service delivery across departments.

Anselm Mulinya has been moved from Chief Officer for Education, Science and Technology to now serve as Chief Officer for Cooperatives.

Daniel Seth Sumba, on the other hand, who previously headed the Cooperatives docket, will now take charge of County Administration, assuming oversight of a department central to coordination and policy implementation.

Samuel Ambrose Makokha has also been reassigned from County Administration to the Education, Science and Technology department, completing the three-way reshuffle announced by Governor Baraza.

The Chief Officer for Cooperatives, taken up by Anselm Mulinya serves as the accounting officer within the Department of Agriculture, Livestock, Fisheries, Irrigation, and Cooperatives, and is responsible for promoting, regulating, and overseeing the growth of sustainable cooperative societies and Saccos. They also ensure effective service delivery, implement policy, and facilitate cooperative investments.

County Administration, now under Seth Sumba, serves as the accounting officer, managing and coordinating administrative functions, implementing policies, and ensuring efficient service delivery. They are responsible for promoting good governance, accountability, and compliance with departmental performance standards.

Makokha’s docket, the Chief Officer for Education, Science, and Technology in Kakamega County, serves as the accounting officer responsible for implementing departmental policies, managing strategic plans, and overseeing quality assurance in Early Childhood Development Education (ECDE) and vocational polytechnics. They manage budgets for education infrastructure, such as desks and chalkboards, capitation, and scholarships.

Governor Barasa emphasised the realignment as part of efforts to strengthen leadership and improve public service delivery.

Under Governor Fernandes Barasa, the last reshuffle in Kakamega came in April 2025, when he made new appointments to the County Executive Committee. 

In addition to the appointments at the time, Governor Barasa also announced the reassignment of roles among serving members of the executive, with the changes taking effect from March 7, 2025.

At the time, there were hints of controversy from the governor’s appointments, particularly because he rehired three individuals who had previously been fired from the Cabinet over alleged incompetence.
