Kampala, Uganda – President Yoweri Kaguta Museveni has called on East African Community (EAC) leaders to strengthen regional integration through the four pillars of patriotism, Pan-Africanism, socio-economic transformation, and democracy, noting that this will significantly improve the quality and relevance of education across the region.
The President made the remarks while officially opening the 1st Regional Ministerial Conference on the EAC Common Higher Education Area, held at Speke Resort Munyonyo. The conference runs under the theme: “Enhancing Regional Integration through Harmonized Higher Education Systems for Sustainable Development in East Africa.”

The East African education sector has long grappled with persistent challenges, including inadequate funding, shortage of academic staff, limited research output, and weak institutional capacity. These bottlenecks continue to undermine the quality and global competitiveness of higher education in the region.

In his address, President Museveni underscored the importance of integration, urging leaders to look beyond narrow national interests and embrace the four pillars that he has consistently championed.
“If we embrace patriotism, Pan-Africanism, socio-economic transformation, and democracy, our region will not only strengthen education but also achieve sustainable prosperity,” Museveni said.
He noted that harmonizing education systems across the EAC would enhance knowledge sharing, promote innovation, and equip graduates with skills aligned to the labor market.

On her part, the Minister of Education and Sports, Hon. Janet Kataaha Museveni, emphasized the need to reorient higher education towards innovation and practical skills development. She stressed that universities and colleges must align their programs with the demands of modern economies to prepare students for regional and global opportunities.
The conference is expected to develop concrete recommendations for strengthening the EAC Common Higher Education Area, a framework designed to standardize and improve higher learning across member states. Stakeholders believe that if successfully implemented, the framework will:
- Improve the quality of education across East Africa.
- Enhance regional competitiveness in the global knowledge economy.
- Foster sustainable development through skilled human capital.
The conference marks a crucial step in reshaping higher education in East Africa, with leaders optimistic that integration will unlock the full potential of the region’s young population.
