Maama Mityana Judith Nabakooba nominated among Great 63 Uganda Development Champions.

Uganda prepares to mark 63 years of independence and 39 years of President Yoweri Museveni’s transformative leadership, Hon. Judith Nabakooba has been nominated for induction into the Great 63 Uganda Development Champions Journal, a prestigious recognition of the country’s most exemplary leaders.

Currently serving as the Minister of Lands, Housing, and Urban Development, Nabakooba has been hailed for her steadfast loyalty to President Museveni and consistent performance in government. She is among 63 influential figures selected for their outstanding contributions toward the realization of Uganda Vision 2040 and the NRM Manifesto 2021–2026.

“Her induction is not only a recognition of her dedication and achievements but also a testament to her unwavering loyalty to the President’s vision of a prosperous Uganda,” reads a statement from Public Opinions, the publishers of the journal.

The Great 63 Uganda Development Champions Journal, to be unveiled during the 2025/26 National Budget Conference, will feature profiles of top-performing leaders drawn from both public and private sectors, including ministers, permanent secretaries, CAOs, CEOs, diplomats, and scholars.

Nabakooba’s Track Record in Service

Nabakooba is widely celebrated for her role in streamlining land management, curbing illegal evictions, and pushing infrastructural growth across municipalities under the World Bank-funded USMID project. Her efforts have contributed to the digitalization of land services, improved service delivery, and the fight against land-grabbing.

Beyond her ministry, the former Mityana Woman MP has supported numerous youth and women empowerment projects in her home district of Mityana, in line with national development and the UN Sustainable Development Goals (SDGs).

Nabakooba, also formerly Uganda’s police spokesperson and media professional, entered active politics in 2015 and has steadily risen through government ranks. She previously served as Minister for ICT and National Guidance before being appointed to her current docket in 2021.

Her advocacy for the National Physical Development Plan (NPDP 2021–2040) has been instrumental in promoting spatial planning and responsible land use as a foundation for Uganda’s long-term economic development.

Educational & Professional Background

Hon. Nabakooba holds a Master’s degree in Human Rights and a Bachelor’s degree in Mass Communication from Makerere University. She also possesses postgraduate qualifications in Management, M&E, and Strategic Leadership from both local and international institutions, including the UK’s Chartered Management Institute.

Public Opinions noted that her nomination reflects her integrity, service delivery, and alignment with Uganda’s development goals, especially at a time when some government officials face scrutiny for inefficiency and corruption.

Her profile will also be featured in the Great 63 Development Champions Hall of Fame Poster, which celebrates individuals who embody President Museveni’s visionary leadership.
